TSC CBC Guidelines For Teachers Deployment
The Teachers Service Commission (TSC) appears to have reviewed the decree that applies to transfers.
Reviewed transfer policy
In a drastic change of tune, the commission now allows new teachers in the service who have served for three (3) years to be eligible for transfers. However, those in ASAL areas will merit transfer upon serving five years since the date of their employment.
This is a departure from the previous decree that compelled newly employed teachers to work in their first station for at least 5 years.
The ‘delocalization policy’, come into effect in 2018 amid an outcry from teachers. The policy made headteachers work outside their home counties.
Current policy
In the current transfer exercise, TSC is set to take into account family matters. Couples who have formally declared their marital status will be posted in the same area.
The Regional TSC officials have been directed to first conduct staff rationing and balancing in sub-counties before switching teachers outside their home counties. Besides, they are also under instructions to give preference to those teachers that have requested for transfer.
Again terminally ill teachers with proven medical endorsement documents will be stationed at the school of their choice. Those who have attained more than 56 years will only be stationed in schools within their sub-counties.
The county or sub-county transfer committees have been charged to consider the above-mentioned groups based on the “First in, First Out”, and gender balance.
With all those facets to evaluate, the Commission has to also ensure that it evenly disperses more than 330,000 tutors.
